Regulations and Certification

Frigerio assures its clients that safety regulations are the foundation of our corporate philosophy, which has made our name well-known.

Frigerio produces and markets products which are in accordance with specific regulations, offering the customer a range of products tried and tested by officially recognised organisations in accordance with national and European quality and safety standards.

The ladders may comply with D.L 81- Legislative Decree 81 (D.Lgs no. 81 of 2008 Art.113) or to law UNI EN 131.

The Scaffolds may comply with D.L 81- Legislative Decree 81(D.Lgs. n°81 of 2008 Art. 140) or to law UNI EN 1004

All of the products come provided with instruction booklets, a declaration of the precautions (risk evaluations ex 626) and a minimum 5 year guarantee. Statements on signed company headed paper and specific Si. Prev (safety and accident prevention) tests, including registration and testing booklet are available on request

Please note: The European Regulations are strongly recommended, however, they are not mandatory and for some products they can not be applied at all.

The European Regulations UNI EN 131 and UNI EN 1004 bind the manufacturer to specific planning and constructive parameters, as well as conclusive fault tests; naturally the planning parameters and the passing of such tests indicates that the item is of the correct safety requirements and has a proven endurance.

Nevertheless, this doesn’t mean that the items not conforming to such laws don’t have the same requirements.

The philosophy of quality is enclosed in the business manual which describes all procedures in order to guarantee a safe product which lasts over time.

All welders are periodically examined by an external workshop which then releases a certificate of passing of the ability and precision tests imposed by the law, in compliance with UNI EN 287/1

Portable Ladders

The entire range of portable ladder products by Frigerio complies with Italian regulations and most of them also comply with the European regulations.

Please note: Not all of the portable ladders comply with EN 131, as this law doesn’t include ladders of specific professional uses, such as platform ladders, step ladders, industrial stairways, wheeled ladders…. For step ladders, please refer to EN 14183

Italian Regulations: Regulation D.L.81 (Legislative Decree no. 81) of 08/2009 art.113, the laws on safety, where it is stated the partial repeal of the dispensations which are specified in paragraphs 3,8,9 for portable ladders which comply with European Legislation UNI EN 131

European Regulations: Regulation UNI EN 131 imposes planning constraints and conclusive technical tests, which must be verified and certified by the qualified authority. Consequently, the law permits only ladders which are provided with the correct documentation, such as:

  • Polytechnic Test Certification
  • TUV-ITALIA Test Certification
  • Certification of Used Materials

The entire range of Indoor Scaffolds or Wheeled Scaffolds complies with Italian regulations which oblige the structures to be anchored. Nonetheless, Frigerio markets almost all of the indoor scaffolds in a version which complies with European regulations, of which the non-anchored use of the wheeled scaffold is regulated.

Italian Regulations- Regulation D.L. 81, Legislative Decree no.81 of 08/2009 art.140 of the laws on safety. Such a decree imposes the fixing of the wheeled structures every 2 floors, granting a repeal which avoids the anchoring only if the scaffolding complies with European Legislation UNI EN 1004.

European Regulations: Regulation UNI EN 1004 requires the observance of predefined safety planning parameters, the use of construction materials declared at the moment of the testing by the nominated authority, the carrying out by said authorities of all the scheduled tests according to law, and the validation of calculations carried out by an engineer certified by the Board of Engineering.

The above described regulation is not applicable to wheeled scaffolds with work floors lower than 2.5 m. from the ground.

Therefore, a wheeled scaffold which complies with UNI EN 1004 automatically complies with the regulation D.L 81 already in force, whilst the contrary not true.

N.B: The CE mark is not applicable to ladders and scaffolds!

The products which carry the CE mark are defined as “safe” and usable in respect to 626/DL81- 626/ Legislative Decree 81.

The “Machinery Directive” controls the distribution of the CE mark and within it there is nothing concerning the regulation of ladders and scaffolds.

No other EU directive which states the mandatory compliance to the technical regulations for ladders and scaffolds is in existence, therefore the CE mark can’t be applied to ladders and scaffolds.

As a result, ladders and scaffolds complying with CE laws don’t exist, even if they are improperly requested by customers with the intention to buy products complying with the law.
